Don’t Rock His Perch

A legal battle is under way in the Greek city of Patras over a parrot facing a $600 parking ticket. The local council says the 18-year-old macaw's perch is illegally parked and is obstructing drivers because it blocks a metered parking space. Coco the parrot's owner, Lambros Michalopoulos, says the bird will die if it has to move back inside because he is a sociable creature. No one is backing down so the dispute is going to court.

Ok, I have questions now. 1) How long has the bird been parked there? and 2) Is the fine amount an accumulation of several parking tickets? I wonder if the bird offended somebody.
