Ha, ha this is so well said and in only a few verses. (It would take me a long time to write out all that I thought about it!!)

He spent more than he had
With a check that was bad...
Now he lives a guest of the state
With his new cell mate, named Brutal.

He'd bought it all once before
So he took himself out of the store
Stopped at the bank, saved his money
And went home without a gift for Honey.

His mind became obsessed
and overly distressed
He knew his rate of borrowing
Had helped the worldwide sorrowing
Now everyone's depressed.

He caught a good earful over the mess
From most of his friends and all of the press
So he straightened his tie and tried to look regal
And quoth, "When the president does it, it's not illegal!"

(Yes, we can still get a little mileage out of Dubyaisms. For a while anyway.)
