Hopefully, He’s Not Out Of His Depth

A Chinese pensioner has been awarded an official government licence to build submarines. The 68-year-old is permitted to make recreational submarines, yachts, ferries and fishing boats. New reports note that his first four submarines were not fully seaworthy.

How is a submarine not "fully" seaworthy? Seems to me it either is or it isn't... and if it isn't it's going to be a permanent submarine.

Scary to think these things are on the loose!
How can these boats be recreational? They surely have to be seaworthy whether for recreation of business.

Chinese pensioner did you say ? Not sure if the government is funding his project or it is his own money. Hopefully the first 4 submarines were allowed to sink without recreation..
